With the continuous development of human society, public events are occurring with new features, such as "9.11" terrorist attack on the United States in 2001, the first occurrence and spread of the SARS epidemic, as well as the global financial crisis that originated from sub-loan in U.S. in 2008; In addition, China's rapid economic development is in a period of social transformation, a large population with unbalanced economic development, making the complex relationship among the interests of the community. However, due to the lack of understanding dealing with such unpredictable events, it has been a massive challenge for human society to prevent such occurrences.Unconventional emergency management is "scenario-dependent" type with great potential for original innovation. Economic structure, social system, history and culture posed by the "scene" will affect decision making and implementation of emergency management. Unconventional emergency management involves many science fields such as decision-making, information, behavioral psychology etc. In addition, the research of "emergency management" was recognized by the scientific community in the international arena in 2002, China's first step in this area does not lag behind, with easy access to the international impact of scientific achievements.This paper summarizes the characteristics and the evolutional rule of the unconventional events, and provides an analysis of communication and community behavior in the events. The view of "scenarios-response" is introduced in the paper which is referenced from the theory of conventional emergency management.This article is divided into six chapters: Chapter I presents the research background, literature review and framework for introducing the paper; Chapter II introduces emergencies, and the mechanism of emergency management; Chapter III introduces the unique characteristics of unconventional events and its rule of evolution; Chapter IV introduces the mechanisms and methods of "scenarios-response" to deal with unconventional emergency management; Chapter V presents some useful practice by analyzing the crisis of SARS in 2003; Finally, the conclusions and outlook.This paper wishes to provide new ideas and frameworks for the research of unconventional emergency management through the study of the characteristics and evolution model of unconventional events.This study is inspired by "The Research of Unconventional Emergency Management" which is a major project of the National Natural Science Foundation in 2008.
