With the growing aging, China is facing increasingly serious pension issues. Economicdevelopment, social progress, as well as different cultural influences make the elderly havedifferent needs and views about pension. With the diversification of needs of the elderly pension,services which provided by family pension and institutions are facing varying degrees ofchallenges and threats, but this new community home-based care model combines advantages ofthe family pension and institutions pension, and it attracts more and more attention andrecognition. Community services for the aged was characterized as a public welfare product andits main responsibility is the government, but because of the diversity of service needs and thedeepening socialization, all community services for the aged are taken by the government isunrealistic. Therefore main responsibility’s diversification is imperative. Currently, the mainundertakers of diversified services for the aged are government departments, various profitorganizations, non-profit organizations and volunteers. Service providers can address the needsof diversity of the service, while at the same time different undertakers will have differentdegrees of drawbacks. The different undertakers, which have different interest demands, result inthe various services provided. How to integrate different resources better to avoid waste ofresources and how to determine the role of different actors in the community services for theaged are questions that are worth pondering.In this paper, through the survey of the United Kingdom, the United States and Japan, wecan understand problems caused by the different types of community services providers andprovide reliable basis of solutions of how to arrange the position of the different servicesproviders and provide a realistic basis for the maximum extent possible to meet the diverse needsof the elderly services. According to the theory of welfare pluralism and new public services,this paper propose a range of theoretical reflection, targeted policy recommendations and finallywith the combination of advanced foreign experience in community care services, this paperanalyzes community services for the elderly prospects.
