According to recentstatistics, the proportion of aging population over60has reached to25.7%in2012inShanghai, and the proportion of elderly population over80-year-old has reached to4.69%.Visibly, the situation of "double aging" in Shanghai is very serious.It is necessary to adopt thepolicy of "active aging" to develop effective home aged care service measures, promotediversified home aged care service in Shanghai.The Social Aged Care Service System Construction Plan (2011-2015) issued by theGeneral Office of the State Council, Which clearly pointed out that "social aged care servicesystem construction should be based on the home, depended on the community, and agencyfor support, focusing on the needs of the elderly, priority to the service demands ofcross-species entitled groups, low-income elderly, living alone and disability ".Moreover, the"9073" pattern is gradually changing in Shanghai, and the quantity of choosing the way ofhome aged care will be above90%. The new "the protection of the elderly’s rights" whichcame into force in1stJuly,2013, which also focuses on the rapid development for the ageingpopulation, the number of empty nest old man. Its purpose is to improve the quality of thematerial and spiritual life of old people.This paper is taking home aged care service in Shanghai as the research object, based onthe elderly population in Shanghai of a period of time in the future to predict the change trend,from the angle of economics, sociology, demography, social security theory, to analysis thefeasibility and necessity of diversified development of home aged care service in Shanghai.Through relevant data collection and literature review, for different types of older people andpension service ability in each area of Shanghai, to evaluate the situation of the home agedcare service supply in Shanghai. Finally, the writer puts forward the further implementation topromote the development of home aged care service diversification path.The innovation of this paper is that according to the home aged care service for differenttype of the elderly to carry out classification, to meet the demand of different types of theelderly, which will make five major aspects—the direction of diversification, the diversification of supply, multiple service contents, multiple service forms, multipleparticipants and funding.
