The Research On The Procedure Of Public Participation In Public Policy-making

With the continuous development of a democratic society, the consciousness ofpublic participation is gradually awakening. The interests in the public policy related tothe public becomes more strongly. Participation of the public in public policy issues hasaroused the government’s attention. The report of the sixteenth Congress of theCommunist Party of China proposed "expanding citizens’ orderly participation", and thereport of the seventeenth Congress of the Communist Party of China explicitlyrequested "enhancing transparency and public participation in decision-making." Onlywhen these ideas are put into practice will the concrete institutional come into affect.The public participation activities in some provinces and cities have spring up, such as:a democratic discussion, leader hotline, leadership reception system, as well as thehearing system, etc. But in practice, these methods of public participation often areformalized. The problems that the public concerns can not be solved in time, opinionsare not adopted or even no response. Especially the hearing system has already lost itsoriginal halo, and some people even think that the hearing is just “an expensive show”or” making a show”. The problems that arise in practice hinder public participation toimplement and damage the vital interests of the public and also affect the developmentof a democratic society. In this background, how people can effectively participate inpublic policy making has become a hot research for domestic scholars. Scientific andrational public participation procedure plays a vital role in people’s participation inpublic policy making. A set of specific, feasible public participation procedures is theguarantee for people’s effectively participation in government public policy making. Therefore, this thesis selects the procedure of public participation in public policymaking as the research object, and discusses the value of the procedure of the publicparticipation by reading literature and historical investigation. It also combs thesituation of public participation procedure in China, and compares and analyses theprocedure of public participation in public policy making, proposing relevant advicesfor building the procedure of public participation in public policy making in a scientificway. The thesis makes a contribution in the development of democratic society, thedevelopment of public participation in the public policy making, and even theimplementation of public participation right, securing public interest.
