Abstract/Summary:
The household registration system as an important component ofadministrative management system,by proof of citizenship, such as statisticalpopulation figures and structures provide decision-making basis for our society. Inthe specific historical period,it plays due role in maintaining social stability,consolidating the achievement of social development, meet the requirement of thesocial development. But in the full development of well-off society, the householdregistration system more act as a means of controlling the population migration,with strong political instrumental characteristics, caused an inheritance andidentity level society, has been alienated for the political tool of the profitdistribution. Behind the household registration system, related to the medical,housing, education to strengthen the sealing ability of urban householdregistration, to create a social intangible wall,widened the gap between urban andrural areas and even cause social differentiation, brought a new round of inequality.This not only improves farmers threshold of urbanization and social cost, but alsodelayed the process of urbanization.From the strictly limitation to appropriate release, through the gradualestablishment of social security system with an unified way, and create an equaland harmonious social atmosphere,so that every citizen can enjoy the equalopportunity to the wonderful life. It shows Chinese Government’s determination.Looking back, we find that the earlys are not radical reforms, just the simpleduplication and the continuation from the existing system, not really solve theproblem. It did not relax the control of the citizens’ freedom of migration andpopulation flow, also did not stripe out additional benefits from the householdregistration system,the basic constitutional rights of citizens are not properlyprotected. Our household registration system, why can not break through theinstitutional path dependence, and always with the interests of the additionalresources, because the reform falls into the "involution" state.Namely,stop orsimply repeat. The problem is not only not resolved, but also strengthened. Therefore, through a new round of reforms to overcome the institutional defects,remove obstacles, breakthrough the path dependence.In this paper, by analyzing the characteristics of each stage of the householdregistration system,combined with the practical situation of our society,throughthe materialist dialectics of internal cause and external cause, proposes the reformof the household registration system in Chinese urbanization process. Theconclusion of this paper is through the people’s voluntary, classification, step bystep to principles, to establish a unified social security system. Namely, throughthe equalization of public service gradually divest additional interest, fade out thetrace of the household registration system, until abolish the trace of the householdregistration system. Of course, the household registration system reform orabolishment is a long-term goal of administrative management in our country.Through the improvement of social material wealth and the degree of the system,gradually blurred the gap between urban and rural areas, until abolish the trace ofthe system.Reform of the household registration system is a macro reform it involves allaspects of society, touching the interests of all parties in our society. Outstandingproblems in the process of urbanization is citizenship identification,land treatmentand some related security issues. For practical problems, by perfecting therelevant laws and regulations, establish citizenship "all-in-one-card" system, tointroduce community stock cooperative mode, let the farmers become thesynonymous of career. Meanwhile, by improving the social security operatingsystem to solve other security problems.
