As an emerging innovative method of social management, the governmentpurchasing of public service was gradually introduced into china from overseas.Scholars have did many researches on the method from different perspectives in itslocalization. The thesis mainly focus on the study of the relationship among differentsubjects in the government purchasing of public service and the analysis of thecontradiction and conflict between different subjects in the current stage to constructthe connection of all subjects. Through dissecting the different stages of thegovernment purchasing of public service and analyzing the relationship amongsubjects in the procedure of the government purchasing of public service, I can findthat the roles the subjects played may vary with the transfer of different stages in thepurchasing behavior. In other words, the relationships between different subjects comeinto being with the changing of roles the subjects play. In the procedure, the publicsector with the government as the main-body make the change from the producer ofpublic service to arranger through positive authoritarian instead of passivedecentralization. The enterprises and non-governmental organizations will step by stepreplace the government as the producer and provider of public service to competeinstead of supplying. And the public will become the smart customer instead of apassive receiver; choose to play a active role in the management of public service.With the rotation of different stages, every subject must undergo three procedures likeRole separation, Role definition, and Role allocation. Four relations between subjects, Power sharing, Comparative competition, Coordinated cooperation, Regulatory review,will be constructed, will be constructed through the management of the sharing ofpower, the completing of contract, the credit of subject and the allocation ofresponsibility. In other words, the sharing of power will be realized in the separation ofroles the subjects play, which will redefine the roles the subjects play and determine acompetitive relation to achieve the cooperation in behaviors through the roledistribution and the establishment of Regulatory review after the purchase behavior,thus meeting the demands of the public and realizing the effective supply if publicservice.
