| Since the cold war ended, international interference has occured frequently. Compared with the period of the bipolar structure, the form of interference has undergone profound changes. After a number of armed intervention on other countries in the international system, the Western Group has formed a system of "humanitarian intervention" to interfere on other countries’ internal affairs and will continue to follow this patternThis paper aims to analyze the nature of the Western humanitarian intervention by retracing the Libyan war in the background of the theory and practice of humanitarian. From the perspective of interference and combining history analysis with the empirical way), the paper demonstrates the way of "humanitarian intervention" has always accompanied the dilemma of the targets and goals since it generated. At the same time, through studying the impact to all parties on the western interference to the Libyan political, it demonstrates the paradox of "human rights and democracy" in the core value of humanitarian intervention and "responsibility to protect" in theory and reality.In addition, the article also questioned the consistency of the west’s claim of "humanitarian" purposes; with its true intentions in the process of humanism interference since there is no objective evidence which can prove that the real intention of interference is consistent with the reason of interference. Further more, the difference between the result of the interference with its target increasingly questions real intention of the intervener However, the military intervention will inevitably tend to be bossy, because few countries risk to interference the powers in their domestic affairs by force, the use of force will only do harm to small countries.Finally, the article summarizes that the use of force in monopoly by powers in the international system will only lead to the popularity of hegemonism and power politics, cause insecurity in other countries, and deepen the security dilemma between countries. Therefore, countries in the international system should be alert to the western theory of "humanitarian intervention", and attaches great importance to various negative effects which the "humanitarian intervention" action could bring to. On the contrary, interferer should keep themselves cautious and restraint. |
