In the year of2011,Libya has gone through a domestic turmoil, and the GaddafiRegime fell down under a NATO’s military attack and its people’s rebellion, Gaddafi’s rule ended, the new authority established. This new authority or government hastaken series diplomatic actions to rebuild and enhance its relations with differentcountries all over the world, hoping to get a helping hand from the internationalcommunity to push the national political transition and reconstruction process. Atpresent, the new Libyan government is carrying out a diversified and practicaldiplomatic policy, and specifically is: attaching great importance to develop politicaland economic relations with the United States, revive the practical cooperation withthe European Countries such as France, the U.K. and Italy, broadly promoting therelations with Arabic and African countries, actively improving its contacts withemerging markets countries and other developing countries like China. Through theabove-mentioned measures, the new Libyan authority mainly achieves its policy goals,and apparently improves its diplomatic environment.China has been maintaining a traditional friendly relationship with Libya since longtime ago. The China-Libya relationship developed smoothly since the establishmentof diplomatic relations between the two countries. After appearring on the politicalstage,the Libyan new authority pursues diversified and practical diplomatic policywhich positively helps improve the friendly relationship and cooperation in manyfields with China. Although the Libya’s situation hasn’t come to stable yet, thiscountry has a great potential and capacity of development in consideration of its richoil and gas resources. China should have a long view in dealing with thecommunication with Libya, and attach importance to develop this relationship, that’sfor laying a good foundation for further development of the bilateral relationship.
