It is also the beginning and foundation of personnel management. In a bid to streamline the management of the assisting personnel of the enforcement of the criminal laws for the prison system of Yunnan Province, the Yunnan Provincial prison system classified the assisting personnel into three categories and it has exerted a positive impact on the prison personnel management. However, problems still remain.The entire system is not flawless and there are still some mismanagement issues.Mature management experience and the theories on public administration and human resources administration are badly needed.As an important theory of human resources administration for public institutions, the research of classified positions mainly refers to civil servants and people working in public institutions. The research of the other personnel is excluded. The thesis is based on the theories of the classified management of positions, utilizing the related theories of public administration and human resources administration for public institutions. The thesis analyzes and researches the three categories of personnel working at various prison institutions of Yunnan. The thesis contributes not only to the expansion of the research scope of the classified management of positions and perfecting the management theories, but also to the streamlining of position management as well as the boosting of the law-enforcement capabilities.To meet the needs of the prison system reform, the thesis takes the prison of Yunnan as an example. The paper researches the three categories of personnel via tons of data collection, questionnaires, and systemized analysis. Firstly, the thesis elaborates on the research purposes, significance, methods and key concepts in the introduction section. Chapter Two elaborates on the related concepts and developmental trends of the classified management of positions. Chapter Three explains the formation of the classified management of positions, laying a foundation for the research of the next phase. Chapter Four analyzes the existing issues and causes. Chapter Five puts forward suggestions and countermeasures on the improvement of the classified management of positions in various prisons in Yunnan.
