Research On The Government Information Disclosure

Government information disclosure system is a very important administrative work system. With the advancement of China’s political civilization, the political participation and political oversight of every citizen are growing with each passing day, especially for the average citizen, they pay high attention on the legality and validity of certain administrative acts. Generally speaking: the key of the problem is that the government information disclosure. Government information disclosure is not only the necessary conditions to establish modern legal government, but also an indispensable and important link to develop political civilization, meanwhile, government information disclosure is a test of government competence. The government information disclosure is directly related to the realization of citizens’ rights and the maintenance of vital interests, the statutory disclosure of government information can make every citizen knows the responsibility of administrative organization, such as the executive authority, procedures, work results. At the same time, it’s also beneficial to the people exercise their supervisory rights, to prevent the abuse of administrative powers. In May2005, the State Council promulgated the "Regulations on Government Information Disclosure in the People’s Republic of China"(the Regulations). The "Regulations" has made a specific provision in scope, subject, methods, procedures, monitoring and protection of government information disclosure. The author has read the "Regulations" carefully.In this paper, the author mainly focuses on the research of the current government information disclosure systems, mainly states around the characteristics, principles, scope and procedures of the government information disclosure, as well as the way of government information disclosure and oversight mechanisms several aspects described, the author put forward their views and insights.
