The Chinese nation has a history of five thousand years of civilization, Confucianism as a bright pearl in the history of Chinese civilization, on China’s political economic and cultural aspects in the past two thousand years have had a profound impact on the. Confucian spirit of "born" concept, adhering to the traditional "official career","self-cultivation, regulating the family, country and world," as its mission, in the thousands of years of Chinese cultural history deduced one after another "to cultivate one’s morality","consider others in one’s own place" of the picture, the ancient administrative officials in China’s political ideas and government has an important role in guiding.At present, China is in the transition period from traditional society to modern society, a social problem. The people’s governments as "window" and the agent--civil servants, in the exercise of administrative power of malfeasance phenomenon is serious, the power of rent-seeking and bureaucratic style of work, the anomie of civil servants of administrative ethics, resulting in an extremely adverse impact on the image of the government.Administrative ethics, also called public administrative ethics, or ethics, is refers to the administrative process of civil servants in the moral norms and government work should abide by. Administrative ethics is the essence of the pursuit of civil servants, is of all kinds of moral phenomenon and activities of civil servants in the state management and the management of public affairs, public service ethics reflects the positive support operation of civil servant’s personal occupation morality and government organizations. From the perspective of occupation, the civil service ethics is a kind of occupation ethics, it is also a kind of special occupation moral. Two basic characteristics of the civil service ethics is the public and service. Essential features of public administration is the public, which serves for the public interest. Socialist ethics requirement is based on "integrity, diligent politics for the people", put one’s heart and soul into serving the people.As a representative of the government and the public, civil service, and the public is the recipient of service. Public administration based on such a position, for civil servants, power factors and legal factors are necessary, but more important is how to give play to the subjective initiative to effectively serve the people, and how to establish a set of effective, stable development ethics system to protect the public power? So it is necessary to establish and perfect the civil service code of ethics and the construction of "rule of virtue" government construction.The development of Chinese traditional Confucian administrative ethics thought, after a long process of evolution. Including:the pre-Qin period, Confucius Mencius and Xunzi as the representative of the formation period of Confucian administrative ethics; development period of Han and Tang Dynasties, Jia Yi Dong Zhongshu, Li Shimin and Han Yu as representative of the mature period of song and Ming Dynasty; Wang Anshi, Zhu Xi, Wang Yangming as the representative of the. In different periods of history, has its special characteristics of the times and historical significance of Confucian administrative ethics, along with the change and development of era, different historical characters of Confucian ethics have made different interpretations and amendments, the Confucian ethics thought content and form also produced change and development, and the development of in different periods of history also played a positive role in promoting. The positive aspects of Confucian ethics, such as the "people-oriented" ideology,"benevolent" thought,"choose" and "cultivating oneself to Ann, cultivating oneself to the people" thought. Indeed, the Confucian ethics also has its negative side, in the current civil service ethics in transition to modernization in China anomie problems, we should actively use the traditional ethical ideas to improve the civil servants "moral cultivation", also from favorable experience on regulating the administrative staff ethics at home and abroad, giving it a new era the connotation, the traditional Confucian administrative ethics play a positive role in the construction of socialism with Chinese characteristics administrative ethics thought.This paper study the traditional Confucian ethics for the reference of our civil service ethics from five parts. The first part is the introduction, introduces the background, significance, main contents and methods of research, domestic and foreign research and possible innovation and shortage; the second part is the related concepts and theoretical basis, by defining the concept of Confucianism and the administrative ethics, and further analyzed the characteristics of administrative ethics development interpretation of traditional Confucianism ethics; the third part analyzes the current civil service ethics system the performance and reasons of irregularities; the fourth part of the detailed analysis of the experience of domestic Confucian Thoughts on the construction of administrative ethics, experience and Enlightenment of administrative ethics construction and abroad; fifth part is to optimize the civil service ethics policy recommendations, including two aspects, one aspects of the civil servant ethics idea of optimization, the Confucian ethical thought has the modern connotation; put forward measures of civil service ethics and on the other hand, that is to develop and strengthen administrative ethics education; strengthening the system construction, improve supervision and restriction; establishment of "administrative ethical law", guarantee the standardization; finally take a reasonable standard of incentive measures, promote group of civil service ethics.
