Recently, with the in-depth development and acceleration ofurbanization in Tibet, urban communities have increased. In this newsituation, the original governance model has been unable to bettermeet interests of all parties which are involved in communitybuilding.Therefore, finding a more scientific and rational way tomanage modern urban community becomes a urgent task for thecurrent public management scholars.The paper combined polycentric governance theory with thepractice of Lhasa urban community, and explained the effects ofco-participating in community governance, then made a suitableurban governance model for the development of minority areas.Byanalyzing this, the author tried to optimize five subjects’interactionand collaboration path in the process of participation in communitygovernance.Those subjects are the urban grassroots Partyorganizations, basic level governments, residents’ committee,non-government organizations in community and residents.The paper is divided into five parts:Chapter One Introduction: The author introduced thebackground and significances, domestic and international literaturereview, research methods, technical route and possible innovations.Chapter Two Theoretical foundation and related concepts:The author first explained the basic concept—polycentric governancetheory from the meaning,the origin and the development perspective.Then gives a detail definition of all the key words which arecommunity, urban community governance and communitygovernance subjects.Chapter Three Analysis on Lhasa urban communitygovernance subjects and practices: Through introduction on Lhasagrid management and construction of the two united households, the author elaborated the function of sub-district office, residents’committee, community non-government organizations and residents,then used polycentric governance theory to explain some difficultiesexisted in the development of Lhasa urban communities.Chapter Four Some suggestions on coordination of subjectsin Lhasa urban community governance: Based on polycentricgovernance theory, the author started with optimization of Lhasaurban community governance path, and meanwhile took the positiveinteraction among subjects into account, then attempted to makesome suggestions on how to solve specific problems.Chapter Five Conclusion and Prospect: Based on the aboveanalysis of each chapter and the current status of communitygovernance,the author at last made an assumption on multiplesubjects’development in future community governance.
