Comprehensive Evaluation Analysis Of The Gap Between Urban And Rural Social Security

Establish and improve the level of economic development of the social security system isthe important content of deepening economic system reform, the perfection of the socialistmarket economy, is the important guarantee of social stability and national long period ofstability, is the social balance. At present, China’s rural social security has some improvement,but there are still great deficiency compared with the urban social security system, thisimbalance has seriously affected China’s economic development and social progress, but canhave negative effects to alleviate social development brought by the unbalanced coordinateddevelopment of urban and rural social security system. This paper studies on the gap betweenurban and rural social security.Firstly, the present situation of our rural social security by descriptive analysis,comparative analysis of the status quo and development to the gap of urban and rural socialsecurity system of our country from the two aspects of static and dynamic. The static angle,using the2012year data, the main analysis of the city and the countryside in the socialsecurity system in each of the different components. Dynamic angle, comparison was carriedout in two directions, one is "the comparative analysis of" general, namely a briefcomparative analysis our country since the founding of the three different stages of the socialsecurity system; on the other hand, is "the comparative analysis", namely, from2006to2012data, from the comparative analysis of the main index I urban and rural social security. Onthis basis, select the relevant indicators, the establishment of a social security between urbanand rural areas in China’s system of comprehensive evaluation index. The social securitybetween urban and rural areas in China by empirical analysis, calculates the gap betweenurban and rural social security in China’s urban and rural social security data, and evaluated.Emphasizing on the analysis of the urban and rural social security for the gap from the threeaspects of China’s two yuan of social economic structure and the household registrationsystem, the government’s financial investment and the level of urban and rural distributionstructure of urban and rural residents, social security idea and the participating enthusiasm.Research shows that, the construction of China’s urban and rural social security systemhas made remarkable progress, but in the urban and rural social security coverage, staff socialsecurity facilities, social security expenditure, the living standards of residents still have different level gap. Therefore, I suggest, establishing the integration of urban and ruralhousehold registration management system, built of pension system, promote therationalization of social security institutions, promote the development of the integration ofurban and rural social security, innovation and operation of social security fund managementmode, the realization of social security funds to "open source"; to increase social insurancepropaganda, to achieve "a change, three a policy of" rich the content of social assistance,social assistance for the simplified procedures, improve the rural residents in the basiceducation level of social welfare.
