With the further development of reform and opening-up in Guangdong province,and the rapid development of the socialist market economy, urbanization andindustrialization, large numbers of people are crowded into each city, carrying muchlabor and at the same time expanding the market, which contributes a lot to thedevelopment of our city. However, the uneven quality and disorder of the largefloating population has aggravated city management and brought a series of socialproblems, especially the security problems. Most of the floating population comesfrom the countryside. The prolonged urban-rural dualistic structure leads to culturaldifferences, literacy deficiencies, and weak legal concept. They pour into cities tomake a living and get jobs, but seem irreconcilable with the strange cities. It makesthem feel frustrated, break the law easily, and even commit crimes. Currently, floatingpopulation crimes are very crucial in Guangdong, which have adverse effects onpublic order, threat people’s property safety, and hinder socialization process as wellas the development of urbanization. Consequently, to prevent and reduce floatingpopulation crimes is a problem that needs urgent solution.Nowadays floating population crimes happen more frequently, and show ageneral uptrend. Many scholars in academic group of criminal law study floatingpopulation crimes and publish a lot of valuable academic articles, making manybeneficial explorations. Being the forward position region of reform and opening-up,floating population crimes are serious in Guangdong province, which makes socialsecurity and governance a great pressure and problem to all levels of governments andpolitical legal departments. This thesis analyzes the phenomenon of floatingpopulation crimes so as to discover the reasons and rules by studying floatingpopulation crimes in Guangdong province. With the help of research achievements athome and abroad, this thesis will also put forward some countermeasures according tothe actual conditions in Guangdong, hoping to be beneficial to solve the problems offloating population crimes and improve the relevant laws and regulations. Apart from the introduction and conclusion, this thesis includes four parts:Part One: a brief summary of floating population crimes. Firstly, it introduces theconcept of floating population, and analyzes the present situation of floatingpopulation in Guangdong province. Besides, the paper illustrates its influence on thesociety from the pros and cons in this part. Secondly, it introduces some basic featuresof floating population crimes, including criminal type, criminal subject, the subjectiveaspect of crime, the objective aspect of crime, and crime area.Part Two: the trend of floating population crimes. In this part, the paperintroduces the present situation and features of floating population crimes, analyzes itslaw, and predicts its trend of development through some data and relevant cases. Thenit draws a conclusion that floating population crimes have five trends.Part Three: the reasons of floating population crimes. First, it introduces somerelevant theories about the reasons of floating population crimes at home and abroad.Secondly, it analyzes the reasons of floating population crimes in GuangdongProvince.Part Four: the countermeasures of floating population crimes in Guangdongprovince. It puts forward that it is a prolonged and comprehensive strategic problemto solve the problem of floating population crimes. To control and prevent floatingpopulation crimes, it is necessary to improve criminal policy, to improve legal systemto protect floating population, and to strengthen the service management of it, thenlastly to wipe out the discrimination against floating population. Only in this way cancontrol and prevent floating population crimes effectively.
