The Research Of Zhoushan Urban Environment Management Functions Under The Target Of Ecological Civilization

Ecological civilization is not only the summary and sublimation of environment protectionand sustainable development theory but also the inevitable trend of human civilization. The life’senvironment is paid more attention by people along with the country’s development and thecontinuous improvement of people’s living standards. Due to the new situation, it has become thenew topic of government management functions that how to handle the relationship betweendevelopment and environment protection, how the government play the role in the urbanenvironment management well, how to resolve the contradiction between people’s increasingrequirement and the resource shortage. The implement of Zhoushan “twelfth five” urbanenvironment protection plan and marine ecological civilization make the Zhoushan ecologicalcivilization construction going onto a higher level. During the past development, Zhoushan has putemphasis on the ecological civilization but there are still some deficiencies in the urbanenvironment management functions and ecological civilization target. These deficiencies havebecome the obstacles to pushing the marine ecological civilization construction and improving theurban ecological culture level. For the reason mentioned above, it’s necessary for Zhoushan tostudy urban environment management functions under the target of ecological civilization.Firstly, this article elaborates the scientific intention of ecological civilization theory andexpounds the important meaning of the ecological civilization for the islands of the Zhoushan newdistrict; secondly, it analyzes the status, demand and deficiencies of Zhoushan urban environmentmanagement; finally, it explores the management methods to solve the problem existed in theZhoushan urban environment management.This article also analyzes the plight encountered in the ecological civilization process ofZhoushan. Meanwhile, it identifies the problems combined with Zhoushan urban developmentstatus and environment characteristics. Moreover, it seeks breakthroughs and provides somerelevant proposals from the theoretical and practical aspects. However, because the ecologicalcivilization is macro and abstract, all levels of government and department have their ownunderstandings and emphases of ecological civilization which leads to the lack of integrationbetween ecological civilization concept and urban environment management. As a result,ecological civilization has not put a great effect and guiding role on the environment management.
