Floating Population Crime Chongqing Hukou Reform Process

With the reforming and opening going on, the reform of the householdregistration system has been carried out in some provinces and municipalities. Thereform of the household registration system is marked as one target of the socialfairness and justice,and it is essential to promote urbanization construction steadily.The purpose of this study, that is to analyze the typical cases, forms of floating peoplecrime in the process of the reform of household registration in Chongqing, and then todiscuss the deep reasons and provide prevention and prognosis measures.The main content of this paper, starts from the reform of the householdregistration system and its background. Firstly, the strict definition of the householdregistration system, the floating population and its related concepts are defined.Secondly, the qualitative and quantitative researches are completed. In the part ofqualitative research, the characteristics and performance of floating population crimesare discussed during different stages of the reform of household registration system;in part of quantitative research, multiple linear regression model are adopted, so as todeeply analyze the tendency of floating people crime in the reform of the householdregistration system in Chongqing during2007-2012. Thirdly, the characteristics andcauses of the floating population crimes are analyzed. On the characteristics, twoareas—offenders and criminal behaviors are concentrated; In terms of causes, fromthe angle of sociology, the Merton’ Anomie Theory,relative deprivation theory andSellin’s Culture Conflict Theory are adopted; from the angle of economics, the basictheory of economics are adopted. Lastly, the prevention of floating population crimeare focused. Four aspects—deepening the reform of household registration system,public security prevention, cultural construction and social return prevention areneeded. Also through the comprehensive management, resolving contradictions in theprocess of reform of the household registration system, the floating population crimecould be reduced to lower levels.This paper has two major innovations. In the analysis of the phenomenon ofcrime, the statistical analysis methods are adopted to establish a multiple linearregression model; in the analysis of the causes of crime, Pareto Function, crimebudget line, crime indifference curve and crimer’s equilibrium analysis areintroduced.The expected results of this paper, aim at providing several basic explanation tothe crime of floating population in Chongqing City during the reform of thehousehold registration system, and put forward corresponding countermeasures forcrime prevention and control through the analysis of the reasons.
