Since the1980s, China’s rapid development has become a global subject, and hasattracted worldwide attention of scientific theory. China’s development is in the caseof internal “reform” and external “opening”, so it has obvious characteristics of the“transition”. In the process of economic transformation of China’s reform and opening,the culture industry grows a new force suddenly rises, which enjoys great prestige.Meantime countries around the world are gradually aware of that culture industry isplaying a important role in the national economy, and focus on prospering localeconomy by developing culture industry, and some of them call for prospering thenation with culture industry.For engaged in the promotion of culture industry for many years, I’m trying toanalyze the international situation of the culture industry in current which has beeninspired by the theoretical knowledge when I studied in public management andadministration. My research started from the government point of view of themanagement of the culture industry, and learns from the advanced experience indeveloped countries, combined with the facts in China, take the example of Shanghaigovernment, to analyze the subject on how to forward the development of cultureindustry for government. The first chapter of my paper is focus on the background andsignificance of my research, including the commentary of research actuality at homeand abroad, and introduces the research mentality and the methods based in thedefinition of the related concepts, at the same time points out the innovation of thispaper. The second chapter is focus on the present situation of culture industry inShanghai, including the development process and the government regulation. Theproblems based on the government management in the culture industry in Shanghaiwere put forward in chapter three. In the fourth chapter, I would like to learn from theadvanced experience in foreign countries by comparing each other. The final chapteris focused on the problems encountered in the development of culture industry inShanghai, and proposes the solutions and recommendations.
