In recent years, trade associations in our country have played an indispensable rolein boosting economic development, stimulating social vitality, promoting the progressof social and cultural undertakings and participating in the internationalcommunication and competition. However, in the disguise of their rapid development,nearly all of the trade associations have the problem of lacking excellent talents. Theyare beset by the scarce capacity of staffs, the shortage of talented people and the weekservice awareness. Small scale of full-time staffs, frequent staff turnover, lowefficiency, lack of motivation in working and lack of trust and loyalty to theorganization are common phenomena. These problems greatly restrict the exertion ofthe functions and the performance of the responsibilities of trade associations.Therefore, it becomes an urgent issue for directors of trade associations about how toattract qualified personnel and retain them, how to improve the full-time staffs’ senseof identity and belonging to the organizations and how to stir up their enthusiasm,initiative and creativity to provide strong personnel support for the development oftrade associations and to facilitate their smooth operation. This paper integrates thetheory of organizational commitment, which is the important research result in thefield of organizational behavior, into the study of trade associations. By the empiricalinvestigations of full-time staffs in trade associations, it plans to demonstrate the leveland features of their organizational commitment, to find out the effect factors of theirorganizational commitment and to establish incentive mechanism for full-time staffsin trade associations based on organizational commitment. In this way, it will enrichthe practices of human resource management in trade association and providereference for directors to lay down relevant and targeted policies and measures.
