| Reform and opening up more than30years, with a gradual increase in China’s sustained economic development and people’s living standards, the social demand for basic public services was the overall growth trend. However, due to China’s economic development and social development is not enough coordination, regional, urban and rural development imbalances, the trend of the non-equalization of basic public services continues to expand, it has become important constraints of building a moderately prosperous society and promote social development. Clear that the16th CPC Sixth Plenary Session of the CPC Central Committee’s decision on several major issues of building a socialist harmonious society, the government will strengthen the dominant function of the basic public services, improving the public finance system, and gradually realize the equalization of basic public services of.
