Long-term since, national autonomous areas with poor natural conditions, social productivity is backward, traffic inconvenience, lack of information and other reasons, the basic education has been far behind the other regions. Basic education behind not only directly affect the overall quality of the local ethnic minority population, but also seriously restricts the minority areas of economic and social development. The development of national education, training national personnel, is the relationship between the national unity and stability in border areas, economic prosperity and national long period of stability. To the development of national education, we must highlight the basic education status, and lay the foundation for the all-round development of education.In the current Chinese education reform and development tide, the government especially the local government should play what role in the development of the ethnic autonomous areas in basic education, which is implemented, what responsibility, is a major issue in relation to the national autonomous areas of our country basic education goal can be achieved. Based on this, the paper by way of case study, starting from the Shangri-La County, Diqing Tibetan Autonomous Prefecture in southwest minority area reality, the research on status of the ethnic autonomous areas of basic education on the basis of investigation and research, the causes of these problems from the perspective of the government’s reason analysis of comprehensive system, and puts forward the corresponding countermeasure proposal the development of education in ethnic autonomous areas of improvement based.This paper is divided into six parts, the basic structure is:the first part is the introduction, mainly on the background of the topic, research status at home and abroad are introduced, and the innovation of research ideas, research methods and research are discussed. In the second part mainly analyses the concept and attributes of basic education, points out the need of the development of ethnic autonomous areas of basic education is the national development of the region itself, it is the basic requirement of building a socialist harmonious society, the national regional development. The third part and the responsibility of government in the development of basic education in the subject position. The fourth part mainly discusses the development of education in Shangri-La County government measures and achievements on the basis of in-depth investigation and analysis of data, and the problems of government to fulfill the responsibility of education development. The fifth part points out that includes effects of government investment system is not perfect and backward development of the basic education, the deviation of government policy, the lack of government attaches great importance to basic education and excessive reliance on the superior policy. The sixth part mainly has the specific measures and suggestions on the development of basic education in Shangri-La County government. The main development policy following the educational priority, improve government efforts to basic education; the implementation of education funds, the government will increase input in basic education; optimize teaching staff, improve the construction of teachers; the transformation of government’s basic education management function, weakening control effect of strong service consciousness.
