As a kind of dispatched agency, Liaison offices in Beijing is referred as the working body in Beijing established by various levels of local governments, government departments and enterprises. In recent years, Liaison offices in Beijing has been brought to light gradually and their bad phenomenon were also unveiled, which has triggered a social controversy about their necessity of existence. Later on, the central government issued a series of documents to carefully clean and strictly regulate the existing Liaison offices in Beijing. However, the regulate and control of central government does not work. Lots of Liaison offices in Beijing still lurk in Beijing after changing their appearances, trying to play a "Cat and Mouse" game with the central government.Based on the above background, the author uses the analytic fragment of central-local relations and the analytic tool of game theory to try to exploit how to straighten out the relationship between central and local government to realize their positive-sum game.The thesis further study the phenomenon of Liaison offices in Beijing. It not only analyzes some negative effects caused by game (especially non-cooperative game) between central and local government behind this phenomenon, but state briefly the reason of game between central and local government from the view of interest, division of powers, evaluation of political achievements and cadre assessment. In the end, the author introduces some successive practice about managing Liaison offices as well as presenting a series of feasible measures, hoping to provide lessons for the reformation of Liaison offices in Beijing and straighten out central-local relations in the new period.
