WikiLeaks website is an international website which leaks and analyzes nationalor entrepreneurial confidential information. Around the word, the main members inthis website are more than1,200participants and volunteers including politicians,journalists and human rights activists, lawyers, decryption experts and so on.WikiLeaks website believes people have a right to know confidential informationfrom the country or companies. The disclosure of the confidential information newscan reduce corruption and promote the building of a transparent government.WikiLeaks has a further cooperation with world known newspaper magazines such asNew York times, the guardian, the mirror and the French le monde, etc. They togethermake public thousands of confidential documents from all over the world. Althoughthe WikiLeaks website is permanently shielded by China, the Cablegate makes thepublic think about the status and future development of Chinese informationtechnology and information power. Following the development of social economy, theinformation technology enters into the high speed development track. Especially inthe digital age, information sharing degree is high, the consciousness of the audience’sinformation rights gradually increases, the demand of disclosing governmentinformation degree is higher and higher.The paper analyzes WikiLeaks cases to learn the transition of information powerand its diplomatic impact. From the paper we can get the opinions and suggestions inways of building prior information power country and maintaining good nationalimage. The paper mainly includes four parts. The main content of the first chapter isthe concept of information power and its game. On the basis of the concept of powerand the change in information society, the first chapter further presents the content ofinformation power and feature of information power. The main content of the secondchapter is the information power game of WikiLeaks to America. The second chapteranalyzes the information power game between state players and non-state players by3model cases. The third chapter mainly discusses the information safety and diplomaticchallenge which WikiLeaks has disclosed. It divides into four parts including power challenge, law challenge, ethnics rules challenge and diplomatic challenge. The fourparts explains the information safety and diplomatic challenge which WikiLeaksbrings. The fourth chapter mainly explains how China is influenced and inspired byWikiLeaks. The paper sums up the Cablegate experience and lessons, then brings theauthor’s opinion and suggestions on how to manage China’s information power andinternational safety condition.
