This thesis takes one of the important and core concept"power"as a breakthrough point, takes it under the background of the information age, and point out the fact that the power shifts.On the one hand, hard power-related "low power" continues to weaken, soft power-related "high power" growing importance of the rise; the other hand, the connotation of soft power is also quietly changing. In the information age, knowledge is power, and information is power. A new form of power -Information Power with the soft and hard power properties has emerged.Information Power summarizes well the existing characteristics of the times and international power relations and the global power structure in the existing international system. Information Power is a key indicator of comprehensive national power, and its impact has been widely infiltrated every corner of the international community, and affect national actors in the political, economic, military, cultural and social processes.The status of international information power is still present with polarization trend.
