Based on liberal thought, Liberal International is an international federation ofliberal parties, liberal groups and liberals. When founded in April1947in London, LIreleased Oxford Manifesto1947. In the Congress Pisa1988, Organization title waschanged into the present one, Liberal International, with headquarters in London.From1947to1981when the severe opposition in ideology between capitalismand communism flourished, Liberal had kept an eye on the development ofinternational politics and proposed liberal views of international events andconsummated unceasingly. In1981when Liberal Appeal of Rome1981was released,the liberal point of view of Liberal International reached its full maturity. During thisperiod, there were no overall changes in the members of LI and its sphere of influencewas limited in Western Europe and North America.Since1981, with occurrence of increasing global problems, LI began to payattention to liberal issues in such concrete areas as human rights and environmentpollution. At the same time, the members and sphere of influence of LI also started togo globe.After the Cold War, with the ideological confrontation between east and westfurther weakened and global problems more severe, LI paid more attention on suchissues as human right, environmental protection, peaceful solution to conflict andfree trade. With the promotion of political multi-polarization and economicglobalization, the members of LI also entered into a period of rapid growth.Since the mid-90s, LI has paid constant attention to human rights, freedom,Xinjing, Tibet, HongKong, Macao, Taiwan and other issues of China, and frequentlycondemned China on the issues mentioned above through the resolutions released inits Congresses. Meanwhile, with the expansion of its influence and the advances inglobalization of party politics, LI served as an increasingly important platform forpolitical parties to perform political fighting and expand influence. Making use of theopportunity, Taiwan’s Democratic Progressive Party attempted to open up the so-called “new prospect in foreign affairs” through aggressively developing its tieswith LI. As a result, it is of positive significance to carry out research on LI.
