The excellence of Chinese intangible cultural heritage is world-recognized. However, there arestill some problems of the policies to support the intangible cultural heritage.To solve these problems, the writer compares Chinese supporting policies of intangible culturalheritage with that of Korea, concretizes the research, and narrows down the category to Ghost Danceand Hahoe Mask Dance.China took the chance of joining in the Convention for the Safeguarding of the IntangibleCultural Heritage in2004, and then the work to support intangible cultural heritage got started on theright track. As the issue of the Intangible Cultural Heritage Protection Law in2011, China startedformal support on intangible cultural heritage. Korea formulated the Korean Cultural Property Lawin1962, then the basic framework of laws and systems of intangible cultural heritage formed, whichstarted the support on intangible cultural heritage on the nation level. Compared with Chinesepolicies to support the intangible cultural heritage, Korean policies are more time-longer, moreconsummate, and more systematic, withstanding the test of practice.Chinese policies to support intangible cultural heritages are similar to that of Korea, for whenchina formulated the Intangible Cultural Heritage Law, she referred to Korean Cultural PropertyLaw.This research took the concept of intangible cultural heritage and the establishment andtransitional process of the Chinese and Korean intangible cultural and legal systems as thepenetration points. Through profound research of Ghost Dance and Hahoe Mask Dance, thisresearch studies the current supporting polices and points out the problems of current supportingpolices on intangible cultural heritage.The problems of Chinese supporting polices on intangible cultural heritage are as follow:As to financial aid, the budget is inadequate and the supporting objects are unitary. Thesupporting model needs improving. As to inheriting and transmitting polices, there are no educatingcenter and no laws to stipulate the minimum transmitting activities in one year. As to othersupporting policies, there are no other supporting policies except preferential policy of taxation. Tosolve above problems, there are corresponding improving plans to refer to. As to financial aid, weshould put more input in it. The supporting objects need diversifying, the supporting models need improving. We should distribute resources based on different projects. As to inheriting andtransmitting, we should take Korea as an example, to establish some educating centers, and tostipulate minimum transmitting activities in terms of laws. We should introduce Korean policies likemedical supply system, credit certification system, and part-time teacher system.Cultural protection must take supporting policies as the basis and principal. Through supportingpolices, we can make Chinese intangible cultural heritages more magnificent and splendid. Wecannot possibly attain instant effects, but in the long run, through these policies, Chinese intangiblecultural heritage can get long-way and enormous development and reveal its advantages.
