Housing is one of people’s basic needs for survival. Establishing and perfectinghousing guarantee system is important content of the enhancement of the socialconstruction that focuses on improving people’s livelihood. The implementation of ethicalconsideration and discussion on our urban housing guarantee system contributes toenriching and developing practical ethics and providing theoretical support for carrying outthe Report to the Eighteenth National People’s Conference of the Communist Party ofChina in the aspect of the establishment of a housing system which combines marketdisposition with governmental gurantee as well as the realization of the spirit that the target‘we can have houses for living’ can be achieved. This thesis regards dialectical materialismand historical materialism as philosophical foundation, uses principles of Marxist ethicsand consults valuable components of domestic and foreign traditional ethics to analyze theethical attributes, ethical dilemma and ethical principles of our urban housing guaranteesystem profoundly and put forward ethical ways to perfect our urban housing guaranteesystem in order to provide effective countermeasures for the establishment and perfectionof our urban housing guarantee system.In addition to the introduction and conclusion, this thesis consists of four chapters. Inthe first chapter, it discusses housing and urban housing guarantee system from theperspective of ethnics. Then, the author expounds the historical development and currentsituations of our urban housing guarantee system, analyzes features of our urban housingguarantee system by comparisons between China and foreign countries, elaborates obviousproblems existing in our urban housing guarantee system and dissects ethical causes forsuch problems in the second chapter. The third chapter discusses basic ethical and specificprinciples which perfect our urban housing guarantee system. Specifically, the basic ethicalprinciples include the principle of human rights and humanity, the principle of collectivismas well as the principle of fairness and justice and the specific principles refer to theprinciple of having houses for living, the principle of unified standards and the principle of appropriate guarantee. The fourth chapter proposes ethical ways to perfect our urbanhousing guarantee system, i.e., defining governmental responsibilities and their limit in oururban housing guarantee system, preventing moral risks in the operation of our urbanhousing guarantee system, accelerating administrative ethic construction and legal ethicconstruction of our urban housing guarantee system and enhancing the construction ofethical culture about the urban housing guarantee system etc.
