Considering the increasing energy depletion and environmental pollution problems, energy-saving power generation dispatching of power system becomes the important content of the power system energy conservation and emissions reduction.As wind power is a renewable energy, it is a clean energy; it has no impact on the environment;it doesn’t make gas emission pollution, and it has the characteristics of lower cost and of the maturtechnology, the proportion of wind power system in our country is getting higher and higher. As foreign and domestic carbon Emissions Trading mechanisms (Emissions Trading Scheme, ETS) study of energy-saving generation dispatching we need to consider the role of market mechanism.Based on this background, this paper studied the ETS of energy-saving generation dispatching with wind power.Considering the dispatching center can’t direct access to coal-fired thermal power unit coal consumption function, a bidding transaction mode was made in this paper. Combined with CO2emission levels is both emissions index and energy consumption index, the model first to get the average CO2emissions per unit electric power unit, and then use the unit parameters on CO2emissions at the average, then the ratio as a correction factor to correct quotation. The results of an example show that:the unit that uses the advanced technology to reduce emissions has the priority to be used, at the same time the CO2emissions of generation were under control, so this model achieved the purpose of energy conservation and emissions reduction.With the large-scale wind power integration,the randomness and uncertainty of wind power resources have brought new problems to the energy-saving generation dispatch of power system.In order to adapt to the new situation in power system, the energy conservation and emissions reduction of power system were better realized,based on Multi-Objective Particle Swarm Optimization(MOPSO)algorithm,an research on energy-saving generation dispatch with wind power was done, and minimizing both the total energy consumption of thermal power units and emissions of CO2were considered as objective functions,and an energy-saving generation dispatching model was established.Using MOPSO algorithm to solve this model,and semi-feasible region was used to treat constrained conditions.Using a system with ten generating units and a big-scale wind power as an example for energy-saving generation dispatching purpose.The result suggests that:energy was effectively saved,and emissions were reduced.It has a certain reference walue to energy conservation and emission reduction in power system. Power generation right trade is a kind of transitional way to energy conservation and emissions reduction of the electric power industry, this paper discusses the generation right trade’s benefits to CO2emissions reduction of electric power industry, as carbon emissions trading scheme can be used between the electric power industry and other industries, it can make social benefits. Based on this, the model of generation rights trade was established considering the ETS. Using an example to justify it’s benefit, this model can bring the CO2emission reduction benefits, and the power system of energy conservation and emissions reduction was better realized.
