The scale and the spatial structure of the settlement have always been the research focus of geography, and fractal theory is increasingly being applied to the settlement of quantitative research, otherwise, the fractal study is inadequate in a certain aspect of the rural study which is compared with the fractal theory applied in urban system. Fractal study is one of the most important content in modern theoretic geography. This paper commenced with the application of the fractal theory and tried to compare the characteristics of the settlements system of different district at the multi-scale of the county area, by using ArcGIS9.3software and taking national results of the second land survey data that the scale accuracy is1:5000as the main data source. Based on the fractal theory, the paper compared the scale structure and spatial structure of settlements system, then the paper analyses the influencing factor of spatial aggregation fractal character of the rural settlements at the scale of town and village.The paper mainly contains parts as fellows:Part1mainly introduces the background, purpose and significance, research advances, and research methods;Part2mainly elaborates the idea of scale distribution model, the spatial correlation model, model of spatial aggregation and transport networks fractal model fractal model and their geographical sense; Part3commenced with the application of the fractal theory and tried to compare the characteristics of the settlements system of different district at the multi-scale of the county area, by using ArcGIS9.3software and taking national results of the second land survey data that the scale accuracy is1:5000as the main data source; Part4makes full use of DEM data and transportation network, intending to analyze the influencing factor of spatial aggregation fractal character of the rural settlements at the scale of town and village.According to the results of calculation and analysis, the paper drew the conclusions below:a. settlements system in Zhenjiang are fractal in the scale structure and spatial structure of settlements system, acting as a self-similar structure, the amount of intermediate sequences of the Zhenjiang settlement system is higher and the people distribution is evenly; b. The spatial aggregation of rural settlements system in s in Danyang and Jurong both act as multi-level fractal character. The spatial aggregation in Jurong at the scale of town and village is stronger than Danyang, and the aggregation at all scales behaves difference, all in all, the spatial aggregation of Centre Village is stronger than City’s and Town’s, and Town’s is also stronger than City’s; c. terrain and transportation network maybe the main influence factor of spatial distribution of fractal result:terrain is a important factor which influence the spatial aggregation. The slope is bigger, then spatial aggregation would be stronger; Improvement of transportation network makes the rural settlements reduce the dependence of spatial distances. Therefore, in the future work, fractal theory would be a useful tool for the planning of settlements system, finally making effective use of geospatial resources and optimizing the spatial structure of the settlement system in a specific area.It tells us that the Jurong should optimize regional settlement scale and spatial structure by building urban-rural integration system. Therefore, in the future work, fractal theory would be a useful tool for the planning of settlements system, finally making effective use of geospatial resources and optimizing the structure of the settlement system in a specific area. And we need to further study to identity whether the regional differences study is suitable to apply to other areas or not.
