With the development of information technology in human life, traditional ways of electricpower operation haven’t been able to keep up with the step of the construction of modern citygrid. In order to insure the safety of public electricity, some kind of modern technology is neededurgently to manage and plan the grid.3-D geographic information system, as one of the hotpoints in the development of information technology, it has natural advantages in spatial dataprocessing and visualization. Two technologies in different fields out of the collision sparks willburn out the prospect of all what is common to look forward to. Based on this background, in thisthesis the three-dimensional geographic information system technologies is applied to the electricpower industry to design and project three-dimensional geographic information system aboutElectric power programming, and finally realize3-D visualization of power grid.This article first review the research progress of the digital earth technology and powergeographic information system technology both at home and abroad. According to the currentdevelopment status, the open source OGRE is selected as graphics rendering engine. Through thestudy of remote sensing image data and DEM data, we can implement tiles data segmentation andfocus on the research that how to use remote sensing image data and DEM data to model3-Dsurface of the earth with taking OGRE3-D rendering engine as the core. Then we combine itwith the existing level of detail model algorithm to realize loading and rendering of3-d modelfile about the power equipment in3-d scene. And finally this paper integrate the abovetechnology and use of the existing digital earth platform, EV_Globe, then, combine with theMicrosoft.net Framework4.0and use c#language to develop various functional modules of thethree-dimensional geographic information system. The ultimate goal is to completethree-dimensional digital electric power planning system which has functions such as3-D displayand3-D analysis.This system adopts reasonable computer technology,3-D geographic information systemstechnology and database technology. It can show3-d scene truly and intuitively and provide a fullrange of observation angle of view for the departments such as design, planning, andmanagement. It can conveniently query the grid space attribute information, power modelequipment, etc. and blend in informationization and systematization to the management,maintenance, updating and sharing of data resources. It can not only improve the work efficiencyof various departments, but also reduce the "information island" and management costs. For routeplanning and operation management of the electric power industry this has important significance.
