The oil product pipeline usually transports different oil products in batch transportation mode with a certain order. The oil products that needs transported will be divided into a series of different oil batches artificially, each of which will be carried out injection and delivery operation as a separate unit. However, under normal circumstances, the scheduling plan making of different oil batches injection and delivery is not only constrained by the hydraulic factors, but also the operation of batch injection in the first station or batch delivery in intermediate stations and the terminal station. Whether the oil product pipeline run safe and economic mostly depends on the level of scheduling plan making and how the scheduling plan goes on. Therefore, this paper researches on the following aspects:(1) For the various constraints in the process of batch scheduling making, this paper makes a comprehensive consideration and give some reasonable assumptions. Then this paper builds the mathematical model with the minimum deviation between delivery time and the demand time window as the objective function. This model uses continuous time variables and the phased solving strategies of heuristic methods with late-delivery principle to solve the model.(2) The batch scheduling making software that developed based on the model proposed in this paper can make batch scheduling plan and make plan simulation. The software consists of data input module. background calculated module and results output module. The oil batches migration figure, detailed delivery data table and the Excel table of delivery plan in different stations will be given by the software when entered the relevant data, which gives the scheduling staff the basis of scheduling plan making.(3) This paper takes the Southwest Products Pipeline for study with the scheduling period360hours. The software does a good job when tracking the arrival time of the mixed oil and making out detailed delivery plan in each delivery station based on the demand time window. The delivery plan includes the start time. end time, the flow and the point once the delivery flow changes. When comparing the delivery results and the demand time window, three stations which are Qujing, Guiyang and Changpo have such a situation that they output oil in advance and delay the delivery time when preparing to output a certain batch. However, the deviation is so small that not affect the arrival time and delivery time of other stations. The deviation is acceptable.According to the information provided by the Sinopec. the transportation capacity in15days of the Southwest Products Pipeline is506000m3. The total amount of business exceeds20billion yuan that calculated with the gasoline price4000yuan per m3. The pipeline scheduling making software developed by this paper can quickly adjust the scheduling plan to meet the characteristics of frequent plan changing and effectively avoid the inefficiency, uneconomical and error prone of traditional manual adjustment mode, which saves the resource consumption and improve the company’s economic efficiency.
