With the continual development of economy and society and the increasing requirement of public service, governments face to more and more complicate problems. The important issue to governments is how to adjust administrative actives in order to promote the social development in a harmonious way. ISO Quality Management System (ISO 9000) is the standard for quality management, developed by International Organization for Standardization (ISO), which assimilates prime concepts of quality management from different countries all over the world. ISO 9000 unifies the principle, methods, and procedure, and provides a scientific work approach. Implementation of ISO 9000 in government is to standardize work procedure and methods for higher quality public products s and service.In this article, theoretic foundation, necessity and feasibility for implementing ISO 9000 in government were expatiated. The problems for implementation of ISO 9000 in government were addressed and the experiences from other countries were introduced, based on which, measures and suggestions for Chinese governments were put forward. The measures included to promote government management following PDCA cycle, to improve awareness and to get high level supports as supporting, and to enhance training and supervising in order to develop scientific mode to implement ISO 9000 in government. The measures were discussed in detail for prophase preparation, implementation, and continuous improvement. The implementation of ISO 9000 in XuHui District Government was studied as an example. The development and implementation of ISO 9000 in XuHui were introduced. The positive impacts on public management and capacity building for civil servants were analyzed. Problems and measures for existing quality management system were also addressed.
