The disabled is a special interest group in the human society, due to their congenital or acquired conditions, resulting in physical or mental disability and serious impact on self-care ability. Development of the disabled career is an important symbol to evaluate the economic development and the progress of civilization of a country or region, in which the government will undoubtedly play a leading responsibility. But with China’s social and economic reform progresses, the government as a single subject of social management gradually shows a lot of inadaptability. Now the political science and public administration theory has long recognized the country and the government is not the sole provider in the field of public service, the multi-agent cooperation has become the academia consensus.Shanghai public services for the disabled is the multi-agent cooperation supply, but people with disabilities on service satisfaction is not high, there are "two deviates" phenomenon. In this paper, through investigation and study, first of all, from the public service object, researches the particularity of the disabled public service demand, from the main body of public service effect of the different main body characteristics, and study the compatibility of the two. Secondly, the author through the empirical analysis of Shanghai disabled multi-agent cooperation of public service supply, summarized in the practice of the main method of cooperation and the operation process, extract the main factors influencing the effectiveness and reveals the influence of process. Finally, based on the influence on the effectiveness of the multi-agent cooperation of public service supply are the main factors and the analysis of the impact process, the authors suggest recommendations to improve public services and improve the supply of multi-agent cooperation.
