| The problem of agriculture,countryside and farmers is society’s significant problems thatalways a relationship between modernization and building a well-off society in an all-roundway.Farmers are the most active factors of rural productivity and the facilitator in rural socialprogress.Farmers are the the main body of modern agriculture and new rural construction.Soplaying fully to the peasants’ main body function is the key of success or failure of theconstruction of a new socialist countryside. Hebei province is located in the north of the northChina plain,is a traditional agricultural province.Hebei province is the concentratedproduction of cereals,oils and foodstuffs, arable land area is to600hectares, the fourth in thenation,farmers are more than three-quarters of the population in the province,so the problemof Agriculture,countryside and farmers has always been a priority.At present,the base offarmers population is big in Hebei province,but the overall quality is not high.The ruralhuman resources is rich,but human capital is poverty seriously.This human resources that isnot invested is the heavy burden of population in rural,which does not promot the growth ofeconomic,on the contrary,which does contain the growth of economic,which is the internalfactors that impact the process of agricultural modernization of Hebei province. In the newrural construction,farmers training is an important way of promoting formation of the ruralhuman capital.So realizing adequately to transform the rich human resources into humancapital by training investment is significance.This paper is to review the theory of seholars home and abroad about human capitalinvestment in rural areas by adopting the methodology of literature analyze.On the ruralhuman capital investment theory,taking the questionnaire survey method,with the ruralhuman capital in Hebei province of providers and demanders for investigation object,Hebeiprovince is representative of the eight city a spot investigation and research, respectively are:Tangxian,Weixian,Hingtangxian,Longhuaxian,Xuanhuaxian,Changlixian,Dingzhoushi,Qiananshi.
