The Scientific Development Perspective Of Constructing Ecological Economic Zone In The Three Gorges Reservoir Area Research

Since the Three Gorges region into the library, under the vigorous support and help of the countries and the Chongqing municipal government, the reservoir area gained considerable development in terms of economic, environmental and social construction, and get sustained economic growth and social stability and harmony. However, in the process of construction of the reservoir area, there are some problems, and with the development of the reservoir area, new problems are emerging. For example, the traditional concept of economic development led to the increasingly prominent contradiction between economic development and environmental and ecological protection, the industrial layout is unreasonable, the gap between urban and rural development is widening. As an important part of the economic belt of the upper reaches of the Yangtze River, the healthy, harmonious and sustainable development of the Three Gorges Reservoir is in close touch with the upper reaches of the Yangtze River and even the country’s economic development situation. The Third Plenary Session of the Sixteenth CPC Central Committee put forward the scientific concept of development, and Initiate scientific development. In accordance with the spirit of the scientific concept of development and planning of economic and social development in Chongqing, starting from the natural and social conditions of the Three Gorges Reservoir Area, established the Ecological Economic Zone in the Three Gorges Reservoir Area which covering both urban and rural areas is the insurance of sustainable development of the Three Gorges reservoir area, and also an important issue that the current construction of reservoir area have to face. This article is under the guidance of the scientific concept of development, from the current situation of constructions in the Three Gorges Reservoir area, pointed out the necessity, feasibility and the significance of the establishment of Ecological Economic Zone in the Three Gorges Reservoir Area. analyzed the problems and causes of the reservoir area construction comprehensively, proposed countermeasures and suggestions for the establishment of the Ecological Economic Zone in the Three Gorges Reservoir area from the view of science development. This paper is divided into four main parts:Part I:some related definition about Ecological Economic Zone of the Three Gorges Reservoir Area. This part is mainly define some related concepts, including the proposing, delimiting and characteristics of the Ecological Economic Zone.Clarify the concept is the premise of studies, and thus this part is the basis of the paper.Part Ⅱ:the necessity, feasibility and the significance of constructing the Ecological Economic Zone in Three Gorges Reservoir. Constructing the Ecological Economic Zone is conducive to the sustainable development of the Three Gorges region and even the entire Yangtze River basin; conducive to ensure the permanent benefits of the Three Gorges Project; conducive to improve the people’s living standard in the reservoir area. This part is the premise of this study, and also an important basis of this topics, and is the premise of the research.Part Ⅲ:the achievements and problems of constructing the Ecological Economic Zone in the Three Gorges Reservoir Area in the perspective of scientific development, and analysis the reasons that cause those problems. Therefore, this part is the focus of this study. After the completion of the Three Gorges Project, the national and local government has been exploring the sustainable development road, and have had some success. However, due to the unique natural conditions and social environment in the Three Gorges reservoir area, the development of the reservoir area felt into a predicament, and have resulted in a series of problems to be solved. summarized and analysis Status quo and problems from multiple perspectives of the reservoir area construction, could supporting the framework of the entire article, and paving the way for proposing the countermeasures in the fourth part.Part Ⅳ:The strategic studies under the scientific development perspective of constructing Ecological Economic Zone in the Three Gorges Reservoir area. This part is the focus of the entire article and also are difficulties lies. In all studies on the Ecological Economic Zone of Three Gorges Reservoir, there are little research about Ecological Economic Zone, therefore this part is the core and highlights of the article. In this paper, we use the concept of scientific development as the basic perspective, to propose countermeasures of building the Three Gorges Reservoir Ecological Economic Zone in accordance with the basic spirit of scientific concept of development, and in an attempt to outline the basic blueprint of the Ecological Economic Zone in the Three Gorges Reservoir area.
