The Research Of Community Governance’s Mode

The Party and the government have paid more and more attention to social management reform, and all social sectors are inquiring into the means of it. Communities are cells of the society, and civil governance is not only an important part but also the outbreak of social management. These years, especially from2011to now, various places have taken measures to innovate civil governance. Civil governance becomes a hot topic. This text points out the common problems of our country’s civil governance’s mode through brief analysis of the representative civil governance’s mode in early time and selective analysis of Tongling’s mode, and that encouraging citizen to take part in civil governance is a global trend of civil governance and what we should enhance, based on the methods of literature review, comparison and analysis and case analysis. Guided by management theory and citizen society theory, associated with actual national situation, this text propounds that our country’s civil governance’s mode should be a mixed mode guided by the government, which is oriented by the government, focused on community participation and harmonized by community neighborhood committee. Regarding the government, citizen and neighborhood committee as three different tissue system, this text propounds building strong and limited government, enhancing citizen participation, building efficient and responsible neighborhood committee and harmonizing their internal and external relationships to achieve that goal during the long period of social transition. In the part of building strong and limited government, this text propounds innovating the neighborhood committee’s talent mechanism through giving citizen the option right of selecting main competent people, and then letting them select and employ professional to take on the work ordered by the government and reply to citizen’ consultations. This text can provide some advices about consummating today’s mode of civil governance, and that is beneficial to improving citizen’living situation, maintaining the stabilization of society, building harmony society and ensure political and economic reform smoothly going on.
