Reflection On The Institution Of Improving National Cultural Soft Power

The theory of soft power becomes more and more popular since it was founded in1990s, which is widely used in international politics. The theory is proved to be very useful on measuring a country’s strength and the games among countries. Cultural soft power, which is the core of soft power, chiefly refers to a country or region with cultured-based cohesion, vitality, innovation, spread of power and influence.Because cultural soft power is related to cultural security, economic development, social stability and foreign strategies, it is drawing many attentions in the world. Efficient management system and good cultural regulations will ensure the construction of cultural soft power goes smoothly and success in the end. The author draw lessons about cultural institution from western developed countries whose cultural soft power are strong, then put forward some reflections on the current construction of cultural institution.This article has four parts. The first part is introduction. It mainly states the process of development about cultural soft power. This part includes academic background of soft power and the invention of soft power and cultural soft power, which clears the trunk of development of the theory. The second part is about definition. It states the concept of soft power, cultural soft power, institution and their relations The third part is the current status analysis of national cultural soft power. It includes two aspects:first, the current status of national cultural soft power. It introduces from resources, achievements, problems and challenges. Second, the current status about institution of national cultural soft power. It states the achievements, problems and challenges about construction of cultural institution. The fourth part put forward reflections on the basis of analyzing the present situation of national cultural soft power. It mainly put forward eight ways of institution to promote national cultural soft power from strategy, management, legality, human resources, industries, transmission, system’s reformation and evaluation.
