As an important part of civil service management system, the civil servantperformance appraisal is fundamental for civil service management. Apart from that,the civil servant performance appraisal is also essential for civil servants management,including the function of supervision, management, motivation, and evaluation. Ascientific and reasonable civil servants performance appraisal could improve theoverall quality of the contingent of civil servants, optimize the structure, advance themanagement of civil servants, and enhance the efficiency of our administrativegovernment. Along with the economic system reform and administrative systemreform, there has been increasing disadvantage exposed in our country’s civil servantassessment system. How to reform and enhance the current civil servant performanceappraisal system is worthy of research in order to avoid the performance evaluationbecoming a mere formality and make the appraisal’s incentive function come true.Firstly, this paper summarized the performance appraisal of civil servants,clarified the basic connotation, and pointed out the theory foundation supporting theoperation of civil servant performance. Secondly, under the analysis of Zhang JiajieCity’s civil service performance assessment, this paper pointed out the problemsexisting in assessment executor, evaluation method, evaluation index and evaluationprocedures, and disclosed the negative factors influencing the operation of the systemwith systematical and dialectical analysis method. Finally, drawing lessons fromdomestic and international experiences of developed countries and regions, this papergave some advice for improving the performance appraisal of civil servants in ZhangJiajie City in five aspects, including system and legal construction, examinationsubjects, contents and methods of construction of innovation, perfect incentivemechanism as well as the political and cultural environment improvement. |
