Therefore, this paper from the view of moral hazard, based on the existing urban minimum living guarantee system policy, the current situation, the existing problems of the research, combined with domestic experience such as the mode of Hong Kong, Wuhan, Dalian to avoid moral hazard, put forward for the minimum living guarantee system for the city development, the urban minimum living system can really help the poor population, for the country’s further development and improvement of lay foundation. This study based on the moral hazard research draws the following countermeasures:First:through with professionals and strengthen employment linkage mechanism to supplement and improve the city lowest life protection system; second:for the insured people should strengthen credit system construction, with more social capital to protect the insured population of interest; third:in order to protect the urban of minimum living guarantee system and effective operation, through the management of staff supervision, improve the design of the management system, to achieve the best effect against moral hazard.This paper is divided into four chapters:Chapter one, introduction.
