| The execution of local government policy is an important part of local government administrative capacity.The policy implementation capacity building is the key to implement a good policy.At the same time,the Pearl River Delta local government attaches great importance to it.The analysis of the reasons is the key to solve the problem,how to enhance the execution of government policies.Therefore,the cause of policy execution analysis is great significance.According to the theories of policy implementation,we can decomposed the policy execution.It does about the cohesion ability,the understanding ability,the leader ability, the organization ability,the coordination ability,the control ability,the supervision ability,the cultural force ability,the credibility ability, the innovation ability.On the basis of the definition of local government policy implementation force,according to the theories of management functions and policy implementation,we are focus on designing assessment of the power of local government policy implementation theory theoretical framework and questionnaires about policy execution performance in the Pearl River Delta local government.The core methods of this article are literature analysis and questionnaire analysis.Through the theories of policy implementation and the comprehensive observation and the Pearl River Delta local government questionnaire analysis, we can deduce that local government policy execution performance and causes.In the new situation, the Pearl River Delta local government did a good job about enhancing the execution of government policies, the coordination ability, the supervision ability, the innovation ability. However, there is room to local government policy execution to be improved. And then, the main factors of the analysis of the impact of government execution are the subject of policy execution, policy implementation of the mechanism of obstruction, the policy objective of selection bias, the policy implementation process in unscientific way, backward mode of policy implementation, the impact of policy target groups in policy implementation, the power of policy environment interference. At last, local governments in the Pearl River Delta should be ensure the policy implementation coordination, monitoring force and innovative construction. What is more, they have to accelerate the transformation of government functions,continue to strengthen the enforcement of regional coordination, in order to improve the execution of government policy effectively. |
