Pre-school education is the first stage of lifelong education, as well as the initial part of basic education in China. It plays an important role in improving the equality of the individual and benefiting the children’s physical and mental health. In recent years, from the central policy-oriented point of view, China’s put an increasing emphasis on pre-school education. Pre-school education with special properties of the quasi-public goods guides the pre-school special inherent requirement of the government administration and supervision. Yueyang County, a typical third-level administrative one of our country’s2882county level administrative areas, is situated at the middle area Hunan Province. Its preschool education development status quo is on the nation’s average level, the Yueyang County pre-school education development existence’s question and the difficult position have the typical significance in the nation. Its problems and dilemma in the pre-school education is of typical significance in china as the status quo is approximately close to the average level of china. Based on the actual pre-school education development in China, pre-school development status as the main object of study and using literature, questionnaires, depth interviews and comparative analysis methods such as government action in Yueyang County pre-school management objective description and rational analysis. By Investigating and analyzing, authors found the problems in the pre-school education government of Yueyang County, and analyze the underlying causes of the problems. Combined with the current situation and solutions, suggestions were put forward to be of reference to the educational bureau and the scholars who concern the development of pre-school education.
