Nationality is a legal qualification of people belonging to one nation or citizenship. It is a fixed legal relationship of one person to one particular country. And it is the tough tie for linking a state with its members. To human, nationality has its significance. someone with a nationality can enjoy the rights and fulfill the obligations. In the era of globalization, international cooperation and exchanges become more and more frequently. The concept of nationality also makes its huge progress. Nationality develops from the loyalty to the monarch to the loyalty to country and its real function of the sovereign. From the sole public rights attribute to the coexistence of public rights and private rights attribute, from domestic law to international law matters. the international attitude to dual-nationality is now from limitation to admission and development.So far, our country has experienced three times immigration, more and more Chinese people have dual-nationality. In fact the dual-nationality becomes a realistic problem we have to face. Our current nationality law has been implemented since1980. At the beginning, it suited the national conditions. Along with our country’s reform and open policy, great changes have taken place in the international and domestic situation. Whether the current unitary nationality regulation is in line with the current conditions or not, and the necessary to legalize dual-nationality, become a hot subject for many scholars. This paper includes the definition of nationality, citizenship, and dual-nationality; and reaches to the cause of dual-nationality. It expounds the historical evolution in the system of our country’s nationality regulations and the attitude towards dual-nationality. And analysis the de facto and status quo of dual-nationality with positive and negative ways. And bases on the dual-nationality’s legal issues, by comparing and drawing lessons from abroad, and then raises reforming and improving suggestions to the system of our country’s nationality.
