Credibility used to be a moral issue, however it becoming a legal obligation while moral norm getting integrated with law. In the contemporary society which emphasize government ruled by law, government’s credibility has become a major task of construction of China’s socialistic legal system. While China’s government credibility exists various defects. This paper take government information publicity system for a perspective, discusses the influences to the construction of government credibility from opening of government information.In the first part, the writer analyzed government credibility’s concept, legal characteristics and meaning, and basis. In the second section, the author analyzed the correlation between government credibility and government information disclosure, including the government information publicity is the precondition, important content, guarantee of the government credibility. In the third part, the writer discusses current situations of China’s government credibility, including incomplete administration according to law, administrative lack of stability and functions of the government is not clear. The reason is that the government information disclosure ideas lag behind and the shortage of system. In the last part, the author puts forward the idea of government information public construction and system construction two aspects in promoting the construction of government credibility. The former including set up the concept of administrative law and improve the legal quality of administrative staff, The latter is the key of the construction, including improve the government information public legal system, enhance the clarity of the government information disclosure law, improve the system of government information disclosure relief and compensation, as well as strengthening the government information disclosure system of responsibility. In the conclusion of the paper, The author points out that the government information publicity system and the government credibility construction is an important content of administrative rule of law construction in our country for a very long time.
