Research On The E-government Affairs Development From The Perspective Of Government Information Disclosure System

In network era, E-government is making a greater influence in public life. As the main feature of the E-government, Government Information Open has been a rapid development since Open Government information Regulations was implemented on May1,2008.Seeing Government Information Open impacting e-government, the author divided the stages of development of e-government from the perspective of Government Information Open, that the development of e-government in China has gone through five stages-information transformation stage, internal information-sharing stage, one-way information open stage, two-way interactive stage, online processing stage. At different stages of e-government information open which the position is different, the relationship between the two is also changing. Into a new stage, the role of e-government information open is more obvious. In this new context, what predicament faced by e-government, and how e-government to develop become a scholar of the important issues. Shandong Province, for example, by exploring the plight Shandong development status of e-government as well as in the information disclosure system, to understand Chinese e-government information disclosure also there is insufficient supply system, low efficiency, lack of personalized, huge information gap practical difficulties. To these difficulties, The author thinks that the problem of e-government in Information Opening Systems is the most fundamental issues of economic development, social progress, and only raise productivity levels go up to a certain level of social development, information gaps and other issues will be solved, but this is not achieved overnight. To solve the problems still needs five aspects:protection from the regime,"hardware-software" protection, power protection, channel protection. Regime security, to establish a sound legal system, will be included in e-government information disclosure system of the rule of law; then is to improve the supervision regime, only a sound supervision system, Chinese e-government information disclosure will be moving in the positive direction. In the "hardware-software" construction, the need to establish e-government network security system to ensure network information security; software building need to build personalized with affinity government portal to provide services to the public. E-government information disclosure entitlement first need the ability to integrate information resources as a support force, followed by the need to establish performance appraisal system from internal incentive development of e-government information disclosure, the final out in the power system needs to improve the social council. Protection in the channel, you need to smooth government initiative to open channels simultaneously improving public participation channels.
