On Contingency Funding Management Of Zhongyuan Group Army

With the rapid development of China’s society and economy, non-traditionalsecurity threats such as natural disasters, terrorist activities and serious epidemicshave increasing threat and influence on the society. To respond to multiple securitythreats and to accomplish a diverse array of emergency action become an importantway to use national military force and carry out its new mission. In order to meet therequirement of revolution in military affairs, the People’s Liberation Army ispromoting the socialization of military logistics by changing the mode of materialreservation into capital storage. Under such a background, contingency funding ofemergency action, as the economic base and material conditions of these operations,plays a pivotal role in the in all the processes. Timely, efficient and accuratecontingency funding management is not only an important topic for the people’s armylogistics building, but also an important aspect in the research of emergency action,which has important theoretical and practical significance.Military contingency fund is the economic guarantee for emergency actions. Toprobe into the study of military contingency funding management, this paper firstdefined the concept of emergency action and contingency funding management, andthen elaborated the definition, characteristics, status and function of contingencyfunding management. Illustrating current contingency funding management ofZhongyuan group army, this paper analyzed its primary approaches and problems inprevious funding management. Learning from relative information abroad, this paperalso summarized the remarkable practices of foreign armies in their operationalsystem, emergency plan, fund expenditure and legal scrutiny and then raisedrespective measures to improve contingency funding management of Zhongyuangroup army by promoting demand forecast, diversifying security pattern,strengthening audit supervision and elevating the role of management planning inauxiliary decision-making.
