| As the emergency operating has become the main mode of modern war nowadaysand with the change of the operating mode and environment, the dependence ofemergency operating on military logistics is enhancing gradually. The establishment of amilitary logistics system with appropriate scale, sound system, complete function andadvanced technology plays a vital role in the victory of a war. The focus of modern war iscoordination. A further study in this paper was given to military logistics system inemergency operating from the angle of coordinated decision, which will contribute muchto improving security level of military-logistics system and strengthening fightingcapacities.Through the analysis of the characteristics of emergency operating, we maydeduce that the special requirements for the military logistics security contain threeaspects: the great demand for transportation capacity in a short time, the difficultcommand of land-sea-sky combined transport, and a lot of uncertain factors in cooperativesecurity. By comparative study on the five collaborative construction elements ofemergency operation military logistics, we can see that military and location logisticsintegration in collaborative structure, meshing collaborative means and integratecollaborative decision making are three keys to meet the special requirement of emergencyoperation on military-logistics supply. And national defense, meshing military-logisticsmanagement system and Hall for Workshop of Meta synthetic Engineering (HWME) formilitary-logistics will realize efficiently collaborative military-logistics in emergencyoperation. Through the analysis of collaborative content of military logistics managementin emergency operation, we could know that the most important part includes three aspects:battlefield awareness, command and control as well as logistic transport. Based on theanalysis of these aspects, we can construct the evaluation index system of thecollaborative efficiency of military logistics in emergency operation step by step. This paper adapts Analytic Hierarchy Process (AHP) by Yaahp to analyses the evaluation indexsystem, so as to get the various index results.The calculated weight coefficient shows that the comprehensive integrated level ofthe decision maker has the greatest influence on the collaborative effect in thecollaborative guarantee process of military logistics in emergency operation. Because ofmany unforeseen factors in the emergency operation, the network redundancy also has agreat influence on the successful accomplishment of the logistics security. Of course,commander’s knowledge standard plays a crucial role too in the process since humanfactor is throughout the process. In the future battlefield that information and network isdominant, the veracity of information acquisition is of vital importance. |
