The Countermeasures On Management And Service Of The Floating Population In The Sight Of Social Governance

By the development of the floating population, which has possessed morn than2billion quantity scale since the appearance in the1980’s, the government’ management and service to the floating population also has experienced more than thirty years’ evolution. Yet the questions existing in management and service of the floating population is still complex and profound. The changing of generations of the floating population not only continues unresolved problems from the old generation into the new one, but also produces many new ones. The frequent group events which occurred in the floating population in recent years promote the government to innovating its social management and service for solving this serious social problem. Under the background, it becomes an important issue of governments that how to innovate management and service of the floating population in order to realize the fundamental governance to them. Facing current predicament, it is the inevitable choice of realizing the "Good Governance" of floating population to put the floating population into the sight of social governance and realize the transformation from the primary governance which is focus on controlling to the real governance.This paper is written in the view of administration and guided by the theory of social governance. On the basis of analyzing the problems leading to "Xintang incident" and it’s causes, it comes up with the countermeasures of innovating the floating population’s management and service. The paper is divided into three chapters:Chapter one mainly introduces the background and its significance, the current study situation both domestic and overseas, theoretical basis as well as key conceptions. Chapter two puts forward the current situation, problems and reasons’ of management and service of the floating population. It includes three parts:The first one describes the current situation of management and service of the floating population; The second one analyzes the problems of management and service of the floating population which leaded to "Xintang incident"; The third one analyzes the reasons of the problems existing in management and service of the floating population. Chapter three is the countermeasures of innovating the floating population’s management and service. It expounds how to realize the "Good Governance" of on management and service of the floating population in the sight of social governance, it should change the concept of management and service, enhance the accountability and responsiveness, improve the ways of management and service and assure the arrangement and allocation of resources, in order to promote the efficacy of management and service.
