Research On The Training Of Peasants’ Public Spirit In The New Rural Construction

The fifth plenary session of the sixteenth central committee of the party proposed thethe strategy goal to advance the new rural construction. The new rural construction is therequirement of era development, it has important significance to balance urban and ruraldevelopment and promote the harmonious of rural areas. The new rural construction mustdependent on peasants, which are the main part in the new rural construction. As the key ofmodern civic spirit, public spirit is the spirit highlights of peasants participating in indemocratic politics and building actively new socialist rural. Peasants’ public spirit play animportant role to the construction of new rural, the training of peasants’ public spirit is theobjective and requirement of new rural construction.Based on the relevant research of home and abroad, from the view of new ruralconstruction combining simultaneously the questionnaire result from eleven towns ofHebei province, in this paper, we described and commented the peasants’ public spirit fromfour aspects, which were trust and mutual assistance, cooperative willingness, publicparticipation and awareness of public responsibility. The result shows that the peasants’public spirit presents many problems including distrust between peasants, weak mutualassistance and cooperative willingness, the lack of public participation and fewconsciousness of public responsibility.The factor that affects peasants’ public spirit is complicated, which are analyzed in thefollowing ways in the paper: at the first, the influence of China’ traditional culture, thenegative influence of traditional political culture, traditional moral culture and traditionalfarming culture result in the lack of peasants’ subject consciousness and rightsconsciousness. Second, the imperfect of market economy, that is, theories and principles ofmarket economy are abused, which make the peasants only value personal interests, selfishand lacking public concern. Third, the few exchanges and cooperation platform prevent thedevelopment of public spirit due to the poor and little peasants’ cooperative organization.Fourth, the slow progress of democracy and the lack of people’s congress at the grassrootslevel can’t stand for the real will of the people, and the unsound rural democratic politicalsystem can’t ensure the achievement of peasants’ decisions, participation and supervision rights.For training peasants’ public spirit and promoting new rural construction, the first is tooffer material basis for training peasants’ public spirit by strengthening the study of marketeconomy theory, cultivating positive values and developing rural socialist market economy.Next is to offer supporter for training peasants’ public spirit by improving external systemenvironment of cooperative organization, deepening system reform of organization andpromoting the development of peasants’ cooperative organization. Once more is to offerinstitutional guarantee for training peasants’ public spirit by changing the managementmode of local governments, improving the expression mechanism of democracy at thegrassroots level and sounding supervisory mechanisms. The last is to offer the fundamentalpath for training peasants’ public spirit by enhancing basic education, ideological andpolitical education, social ethics and legal education, building civil culture and improvingpeasants’ thought culture quality.
