Recent years, in general speaking, the number of the mass incidents in China hasbeen growing and the impact of them on Chinese social is greater than before, while thecentral government or the local governments are paying more attention to the massincidents as well as nongovernmental organizations. By their nature, the mass incidentsincreasingly influence the economic development of China and the local politicalstability and consequently them should be exactly dealed with. Therefore, consideringthe demand of the development in the period of the transition, only with deep analysison the cause and overall discuss in theory can we solve this problem better.In this thesis, the author tries to comprehensively analyze the mass incidents,pointing out the reasons for their existence and the controversy and giving the adviceson the legal institution of the protection, in order to provide the reference for nationallegislation and governance. First of all, the first part of the thesis elaborates theconnotation, the characteristics and the categories of the mass incidents. Then thesecond part provides a analysis of the cause of the mass incidents from thedissatisfaction of the public demands, the deficiency of ways to maintenance right, theimbalance between the government and the public, the public power not being able tooperate in the sun, the unstandardization of the emergency treatment and the defect ofthe rehabilitation treatment. And the third part judges the adjustment of the controversyin the mass incidents after analyzing the possibility of the adjustment and thedisadjustment. Finally, the fourth part offers the suggestion of how to perfect the legalinstitutions in protection of the mass incidents in China on the basis of the generalanalysis.The realistic significance of this thesis lies in its discussing the possible andspecific transformation ways of the legal institutions in protection of the mass incidentsin China within the current system, with the wish of the author to make his own modestforce to avoid the disadvantage of the existing institutions, in order to promote thesocial stability and the positive national development.
