Drug-smuggling is a serious threat to world peace and tranquility.With the deepening of the foreign exchange, China, as a developingcountry, is threatened by the drug trafficking and the social problemscomes with it. Those seized large drug trafficking cases in recent yearscan prove that China is now changing gradually from a countryvictimized by drug-smuggling into a drug-consuming country and atransfer station. Because of the convenient transportation, the specialgeographical location, and the huge profit, the transnational drugtrafficking syndicates have listed China as an emerging transit point.These syndicates have penetrated our country and intertwined with somedomestic forces, seriously threaten China’s national security and socialstability. As an agency in charge of controlling the flow of goods andpersonal articles in and out of the country, the customs authority is responsible for fighting the drug-smuggling according to law.Cracking down on drug-smuggling, like the supervision of internationaltrade, is one of the most important duties of customs.Shanghai Pudong International Airport, as an aviation hub of Chinaand Asia-Pacific region, has an annual air cargo volume ranked third inthe world, while the passenger traffic has been ranked first in the country.Everyday, ten thousands of people pass through customs in PudongAirport. Since the human resources of customs are limited, it isparticularly important for Pudong international airport customs to find away to raise efficiency, to ensure the speedy clearance of law-abidingtravelers, and to identify effectively risk factors of drug-smuggling.This paper is the use of the basic theory of risk management. Thefirst part offers an overview of research of the risk management of homeand abroad. Then the paper elaborates the base of risk managementtheory and the theory of risk management of customs. With the basicprocedure of customs risk management, the second part brings forwardthe system of risk management in the anti-drug fight of Shanghai Pudonginternational airport customs, which includes: establishing the context,risk identification, risk analysis, risk assessment, risk disposition, reviewand evaluation of risk. At the same time, the establishment of passengersevaluation system, anti-drug information sharing system andlaw-enforcement training and incorruptibility system can be also a part of the risk management system of the anti-drug fight. This system canhelp customs officer to avoid risk in work and in the end it can ultimatelyimprove the performance of customs drug enforcement, and the ability toresist drug-smuggling risk.Although the study and application of Risk Management in Customshave a relatively late start, in recent years, practical applications haveproved that it has a favorable effect in practical work of customs. But theintroduction of Risk Management into the anti-drug fight of customs isstill a block. This paper attempts to build an anti-drug risk managementsystem which may conform to the requirement of customs. Morediscussions are available as the thought is still immature.
