Research On Chinese Government Information Publicity Procedure

By researching in the Government Information publicity Regulations of China and learningthe legislation and practice of the government information publicity procedures in the Westerncountries, it discuss the theoretical issues of the government information publicity procedures.Onthe basic of inspecting the actual operation of the government information publicity proceduresfrom the point of view of the typical case, it analyzes the main defects and put forward the perfectviews.This paper is divided into four main parts, The First part introduces the basic concepts andthe content of government information publicity procedures which related to the role and themeanings of the government information publicity procedures and how to develop in China. Thesecond part introduces the content of the government information publicity procedures from twoaspects. The third part analyzes the existing problems of the Chinese government informationpublicity procedures,the problems are as follows:low level of government information publicitylaws; voluntarily publicity by way of non-uniform; imperfect protection of a third person;lack ofadministrative procedures;imperfect process rights of the relief way and so on.The fourth sectionpresents the perfect practical problems existing in China:to improve the level of governmentinformation publicity laws; Refinement of the active form of public; improve the governmentinformation open procedures upon request;improve the system of protection of a third person onthe basic of the experiences of foreign countries and improve the Chinese legal system.
